Construction Plane options are now shelvable

You can now add Construction Plane options to shelves.

Instead of selecting the plane type from the bottom of the view window, you select the plane Creation type from the Construction > Plane option box. The plane Creation type remains selected until you change it in the option box or click a shelved version that has a different type selected.
