The Ledger Templates module interacts with the following modules:
Budget: You can only select templates with an Active state for use in Budget Templates and Budgets. Use the Draft state to build a template but not have it used until you are ready to make it Active.
Cost Items: Ledger template rules refer to Cost Item statuses.
