Unlike the ViewCube, SteeringWheels is not on by default. On the ribbon, click .
SteeringWheels follows your cursor, also by default.
This feature makes the tool convenient in terms of access. If you find this behavior distracting and a little disorienting, hopefully, with a little use, you will grow accustomed and appreciate the convenience and immediacy. If you find that you really would like to use SteeringWheels, but the cursor-following behavior continues to be a distraction, you can use one of the mini wheels. More information on that option is provided later in this tutorial.
