The relationship between the two arcs depends on how the sketch was created. You'll notice the constraint glyphs (small green icons). If both arcs are tangent and both lines are parallel, then the arcs will maintain the same radius. If not, then the second radius will adjust depending on the constraints present.
Distance from origin will not affect the arc radii. Hope this helps clarify things.
