The very last sentence is true only if the 3D control open circle lies within the crop boundary of the current view. Otherwise, it behaves as the previous sentence indicates.

I cannot find a "Draw" panel on the Home tab.
There is a "Model" panel on the Home tab and this shows a "Model Line" function icon which opens the contextual "Modify | Place Lines" tab where the "Draw" panel appears - offering the line function.
Is this what is meant to start item #1 above?
I also do not find the "Point Element" on the resulting Draw panel.
Am I in the wrong place?

Success. The confusing thing to me was when opening the Project Parameters dialogue in order to apply the shared parameter to the whole project, the radio button defaults to Project Parameter, BUT you must click on the Shared Parameter radio button AND leave it as an instance-based parameter (not by type).
The Revit for MEP video (frame # 64 of 84 on the video drag slider) clearly showed this switch, but item 5 in your comment step by step list (immediately above) said "...as project parameters" instead of adding as a "Shared parameter" (not the default). Anyway, you sent me in the right direction - Thanks!
p.s. Since I have Revit Architecture, I was not attuned to this video resource, nor that it would be several release versions older. Is there a consolidated home page where we can access all the building Revit skills videos available?
